# 3 on our list is the Federal Startup Visa Program. Yes, it’s everyone’s favorite and one of the most popular programs. The reason why it’s so popular is that there is no net worth requirement, no minimum investment threshold, no education or work experience mandatory (although highly advisable), and it’s a direct PR immigration program. This means you can apply for your direct Canadian PR from overseas even if you have never been able to visit Canada or had previously refused visitor visas or other types of temporary resident applications.
All you need is a letter of support from a designated organization and meet the minimum settlement funds and have a language exam score of CLB5 in either English or French.
You have the option to apply alone as a single founder or even apply together as a group of entrepreneurs and co-founders with up to a maximum of 5 members.
Sometimes Startup founders and applicants are friends, relatives, and even siblings – and it’s all 100% legal.
We know many new immigration practitioners are not that comfortable with this program but if you do your research and properly handle your applicants and SUV groups you can achieve the right results. The key is meeting your client’s expectations and supporting them throughout their journey, and that’s what we do 24 hours a day, 365 days a year.
At INGWE we are EXPERTS in the Canada and UK Startup Visa. We will guide and support you throughout the endorsement letter or Letter of Support process and the entire immigration process including work visas and permanent residencies. #2 on our list for the top business & investment immigration program in Canada is the Intra-Company Transfer & Provincial Nominee Program combo.
We call this a combo because the ICT (Intra-Company Transfer) program is a work permit program and not a direct PR option.
However, it can be converted to PR via Express Entry after running payroll for yourself or your client for 1 year inside Canada based on proving that your NOC code and occupation was a C-level position with middle managers in your organization. But if you’re not eligible for Express Entry, we suggest the Provincial Nominee Program option in Alberta which allows you to apply for your PR without running payroll inside Canada for 1 year or having to claim TEER level 000 for your position (i.e. C-level position).
The reason the Intra-Company Transfer program is on our list is that it is very streamlined and is based on the financial capacity of your company, but not the financial capacity of the actual applicant themselves and there is no net worth requirement or minimum investment amount stipulated in the regulations. In addition, it has no geographic restrictions and you can settle in any of the 10 provinces and 3 territories and regions across Canada.
The provincial program in Alberta allows you to combine any LMIA-exempt work permit program to issue yourself a job offer based on a CLB 5 and a high school diploma, including 2-year prior work experience in that same position. No minimum investment or duration of time to spend inside the province before being nominated for PR. The nomination processing can take 30 to 60 days and your PR within 12-15 months. It’s fast and simple, and this is why many immigration practitioners should consider this as a serious option to offer their clients or, if you’re doing your own ICT application, you should definitely dive deeper into this combination of programs.
If you’re planning to immigrate to Canada through the ICT program and you’re looking for some guidance and support, you’re at the right place! We are licensed and we have successfully supported applicants from more than 49 nationalities. Get a FREE email assessment, click here.
#1 on our list is officially a tie between 2 programs. It’s a tie between the Provincial Startup Visa program & the BC Regional Pilot program for Entrepreneurs. They are tied because they are both very similar in that they have the lowest investment amounts across ANY entrepreneurial immigration program in Canada.
Let’s start with the BC Regional Pilot program; The minimum investment is $100,000 and a CLB 4 language score is one of the lowest you can find. It requires a letter of endorsement in one of the participating rural communities inside the province of BC, and it will take 12 months after running the business to become eligible for a BC PNP nomination for your PR.
It’s a very popular program that many investors, entrepreneurs, and immigration agents would like to apply for, but don’t have connections with the rural cities in BC that are approved by the BC PNP office. Don’t worry about that part, because that’s our specialty – we take the difficult and challenging parts of a program and make it easy for you or your clients who want to apply.

Tied for first place is also the Provincial Startup Visa program which has one of the lowest investment amounts for entrepreneurs at $50,000 Canadian dollars. Unlike the Federal Startup Visa program it does require a work permit application to come and enter the province to run your startup business for 1 year before being nominated for PR. It requires a CLB 5 language score in either French or English and there is no minimum net worth requirement.
The interesting part of this program is that it is only for single founders/entrepreneurs and not a group activity and requires a Letter of Support from one of the designated organizations.
Here is an idea of who this program would be ideal for: International students who have graduated anywhere in the world, or even other provinces in Canada but cannot convert to PR through Express Entry or other Provincial programs, single founders who do not want to apply as a group under the Startup Visa program, business owners overseas who want to set up a subsidiary or similar business in the province under the Provincial Startup Visa program, and applicants and immigration practitioners who prefer a higher approval rate than the Federal Startup Visa program, with the provincial version having an approval rate of over 95%.
Remember, to be eligible for this program, you or your client who is applying should have graduated from any post-secondary program in the past 10 years from the date of application. If you are an applicant ready to apply or an immigration practitioner who is looking for an ideal program to apply for your clients, look no further. The provincial Startup Visa program is tied with the BC Regional Pilot Entrepreneur program as the best and easiest programs to convert and apply for your Canadian PR.
