Direct PR in Canada: Programs for Investors

This is the #1 request and question that we receive on a daily basis from applicants who want to apply for Canadian investor/business immigration: How can I get my direct Canadian PR if I don’t want to spend time inside Canada waiting for the PR processing? Many of our clients own  a business or have a good career in their home countries, so they would rather wait for their PRs overseas, and only move to Canada with their families once they receive an approval, avoiding the uncertainties that come along with any immigration process.


So, you want a Canadian PR for you and your family, but don’t want to spend time inside Canada before this PR is issued? Fair enough request. Here are the only ways that this is humanly possible at the moment.

The Quebec Immigrant Investor Program (QIIP) 

This is the only passive investment program in all of Canada. You pay a lump sum to the Quebec government and if you are not a French speaking applicant, you will be processed within 4-5 years, but will arrive on a PR to Canada with your family. No strings attached. 


Education and language are not at all mandatory, but the most important factor is the source of funds and accumulation of your net worth. The program is currently closed as of Jan 2023 and has been for the past 2 years, but it is expected to restart again later this year as we are sure the Quebec government needs more money entering their coffers. The good news for French-speaking applicants is that your processing time will be fast-tracked unlike English speaking applicants, so you can expect your PR to be processed within approx. 2 years. You do not need to start or run any business, and you can stay in your home country until the PR is finalized.


Federal Startup Visa program (SUV)

If you haven’t heard of this program before for Canadian immigration, then you must not be living on this planet. As you all may know, this is a controversial direct PR program designed by the Canadian government which has been oversubscribed and has a processing time of 2.5 to 3.5 years for the PR processing, with an average approval rate of 50 to 65% depending on the year. 


The reason this is on our list is that it is the only Federal business immigration program that allows up to 5 co-founders or investors to apply together under one Startup business. This allows certain members to be super active in the development of the Startup, while a few investors/co-founders can be in the group and wait for their PRs to be processed. 

It doesn’t mean that these investors don’t need to do anything, but it is not mandatory under this Startup Visa program to actually enter Canada before you receive your PR. 


Please note that it is critical for the success of the Startup application to be proactive, have real traction and progress in your Startup business, and show the intent to move it to Canada to create benefits for the economy here. However, it is not mandatory for all SUV members or any of them to be inside Canada for a successful PR application. Remember that not all Startups are created equally, and hence the 50-65% published approval rate by IRCC for this program. The way to make sure you’re not on the wrong side of the approval/refusal by the IRCC is to have a solid Startup group with a real product/solution, real progress, and potential future revenues and clients. It’s easy to be approved, but you must be in the right Startup group – which unfortunately most people are not.

TEER level 000 jobs

The third option is only for qualified applicants meaning they can claim at least +300 or more points in the Express Entry pool with their current profile. Typically, this either means a very high language exam score in either French or English, a Masters’ degree or higher, and a younger age (not over 40). This profile example is for applicants from outside Canada – in case you are inside Canada with Canadian work experience, then there is more flexibility on this point but is not the subject of this article today. 


If you obtain the 200 bonus points for arranged employment in TEER level 000 from a company inside Canada – which means a director-level or C- level position, you can potentially be processed for PR within 6-8 months after applying from outside Canada, which would only be a 3–4-month difference from the time your actual work permit would be approved. And this is why this program is on our list as one of the methods to obtain your PR by spending as little time inside Canada as possible.

PNP nomination as an investor applicant

Let’s say you don’t have the perfect profile required for Express Entry to have over +300 points in the FSW pool. That’s fine. You can use a Provincial Nominee Program to collect over 400 points through a nomination certificate as an investor or business applicant. The way it’s done is similar to the programs described earlier in this article, but the main difference is that you do not need a C-level executive position offer of employment, and if you can’t find a Canadian company to hire you, then just buy shares in one (below 10%) and have them sponsor you through the Provincial Nominee program linked to the Express Entry Federal program. With the 400-points nomination certificate, anyone with a valid Express Entry profile will be processed for PR from outside Canada. 


The work permit should also be applied at the same time, but the difference between your PR and work permit approval is around 3-4 months making this one of the programs which require the least amount of time to be spent inside Canada for your PR. In the future, you don’t need to worry about the new Express Entry strategy to invite applicants based on occupations, since the Federal and Provincial governments have an agreement in place to make sure the PNP draws in Express Entry continue as before without any pause, which makes this one of the ideal programs for many overseas investors and entrepreneurs looking for a direct PR without spending much time inside Canada.


A lot of people also mentioned the AIP, which is the Atlantic Immigration Program. However please note that although your PR may be processed within 1 year, you still need to be inside Canada with a work permit, working for your employer until that PR is processed. Therefore, it didn’t make it to our list today.


Remember that this list is made for applicants looking for business/investor immigration solutions without spending time inside Canada or minimizing the time (meaning applicants seeking a real solution from outside Canada).
