SUV changes and updates in the Canadian startup ecosystem. More tightening of Canadian immigration? Are skilled worker programs still possible? Did Ontario relaunch its entrepreneur program? Is BC PNP becoming more difficult? How about Federal changes in immigration regulations?
Let’s start with the latest updates and news on Canadian immigration…
Canada to introduce new rules around off-campus work hours for international students.
The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced today that the temporary policy allowing students to work more than 20 hours per week off campus will come to an end on April 30, 2024, and it will not be extended. “This fall, we intend to change the number of hours students may work off campus per week to 24 hours. Students who come to Canada must be here to study. As such, allowing students to work up to 24 hours per week will ensure they focus primarily on their studies while having the option to work, if necessary. As we head into the summer session, students who have a scheduled academic break can continue working unlimited hours”, he commented.

As of April 17, 2024, the Nova Scotia Provincial Nominee Program has received a high volume of applications from candidates in the Accommodation and Food Services. Due to this backlog, the program will temporarily stop accepting new applications in this sector while it processes the current applicants.

To address the challenges faced by post-graduation work permit holders and other temporary residents, the Manitoba Provincial Nominee Program (MPNP) will temporarily prioritize the assessment of MPNP applications from individuals with expired or expiring work permits. Applicants whose work permits have expired or will expire within the next 45 days are encouraged to notify the MPNP using the Skilled Worker Webform. It is the applicant's responsibility to provide the MPNP with accurate and current information, including any changes to their application or status in Canada. Furthermore, applicants are responsible for ensuring the validity of their immigration status in Canada.

6 Invitations were issued to individuals currently working in PEI in the Healthcare and Construction sectors. Back in February, the P.E.I. government announced it would cut the number of people from other countries that it nominates for permanent residency in Canada through the Provincial Nominee Program (PNP). The number of nominees will fall by 25 percent in 2024. The PEI Office of Immigration is currently selecting and prioritizing skilled workers in higher-demand sectors such as health care, trades, childcare, and other key industries facing labour shortages. Individuals working in the sales and service sector may not receive an invitation to apply at this time. This has led to protests by Temporary foreign workers in PEI who now do not meet the eligibility or are in a prioritized occupation and are now stuck in the province with no hope to become permanent residents. Some bad publicity for the province of PEI which still has a great entrepreneur program.

Starting January 2025, the British Columbia Provincial Nominee Program (BC PNP) will undergo updates to streamline pathways for international workers, aiming for better outcomes. These changes will offer clearer criteria, outlined in late 2024, in the BC PNP Skills Immigration Program Guide.
The updates aim to enhance nominee success, clarify requirements, and mitigate misuse of the program. Invitations to apply will continue to target priority occupations such as healthcare and construction.
The updates address the need for clarity, as the BC PNP serves as a vital immigration pathway, ensuring that candidates understand the educational and language proficiency requirements upfront. Aligning with this, newcomers with higher education and language skills tend to contribute more effectively to B.C.'s economy. Additionally, the changes aim to protect international students from predatory practices in the education system. The updates specifically target graduate streams, replacing current ones with three new streams tailored to different academic levels. Language proficiency requirements will also be increased across the board, except for the Health Authority stream, with a minimum Canadian Language Benchmark (CLB) 8 proposed for the new graduate streams. (it was not mentioned it will be increased to CLB 8 for skilled worker programs)

If you’ve been following our YouTube channel or any channel, even Fox News, you’ll know that the Canadian Startup Visa program will never be the same again. Letters of support are now capped, and each organization can only sponsor 10 startup groups per year. Watch our video update, posted the week of the policy changes. Priority processing of the PR applications submitted through VCs, Angel investors, and prioritized incubators as well as the incubators who have committed capital to the startups they are endorsing.
Designated organizations will be getting on an information session call with NACO and reps of IRCC on May 16th, 2024, to have all their doubts and questions answered & clarified.
There is one angel investor who delisted themselves from NACO and is no longer in the SUV space since the changes, and another incubator in Ottawa who delisted and is no longer in the Startup space.
We know of at least 3 designated incubators who either have already used up all their 10 credits to endorse startup groups for 2024 or have shut down their SUV program until further notice – while staying on the designated list of NACO.
This means only one thing: more pressure and competition on the market to find spots for startups and higher prices. Prices are now x3 to x5 times higher and no startup group can afford to have less than two co-founders. If you are unable to pay the exorbitant price tag of SUV Canada, then your startup is expected to have $2m of actual revenues to be let into the incubators that have not increased their price.
Stay tuned for more videos and updates as the market shifts and changes over the coming weeks in the Canadian SUV space. If after all this news, you are changing your mind about immigrating to Canada, maybe consider a destination like Portugal for your startup. It’s cheaper than a Canadian SUV and we also have the expertise to support you through this process. If Canada is still your first choice, then reach out to us. We work closely with designated organizations to try to provide the best chances to our clients, or we can assess your profile for alternative programs – we will inform you of all your options before you decide to pull the trigger.
