What is the PGP and how does it work?

The government of Canada introduced the Parents and Grandparents program in 2017, allowing Canadian citizens and permanent residents to sponsor their parents and grandparents to receive Canadian permanent residence. In 2020, Immigration, Refugees and Citizenship Canada (IRCC) accepted 10,000 applications from permanent residents and Canadian citizens who were planning to reunite with their relatives. This number increased in 2021, receiving up to 30,000 complete applications during that year, and it is also expected to remain high for the 2022 intake, reaching around 20,000 candidates.

The program opens up once a year and applicants are randomly selected and invited to apply. After receiving an invitation letter, sponsors are required to submit an application showing proof that they meet the eligibility criteria.

Who is eligible and what are the requirements to sponsor your parents or grandparents to Canada?

IRCC has several requirements for potential sponsors who want to bring their grandparents or parents to Canada. You qualify to apply for this program as a sponsor if:

  • You are 18 years old or older.
  • You are a Permanent Resident of Canada or Canadian Citizen, OR a Canadian Indian.
  • You live in Canada.
  • You are able to submit proof that you have the financial means and capability to support your grandparents or parents (there is a minimum income requirement).
  • You are able to submit any medical documents that could be required.
  • You are able to submit a police clearance certificate of your parents or grandparents.
  • You are able to ensure that your parents or grandparents will not require social assistance from the Canadian government.
  • You are able to submit the biometrics for your Parents or Grandparents.

If an invitation is received, you will have to sign an agreement promising that you will meet the basic requirements for the person you are sponsoring.

You're not eligible for the parent grandparent sponsorship program if you are:

  • A social assistance recipient for some other reason except for disability.
  • Bearing a performance bond, immigration loan, or family support finance.
  • Bankrupt.
  • Convicted of a sexual offence, criminal offence, or an offence related to physically harming a relative, or threatening or attempting to commit such offences inside or outside of Canada — based on the situation as for the offence's nature, how long has it been, and when it was pardoned.
  • With a Removal Order.
  • Detained in jail, prison, or reformatory.
  •  

Other reasons you're not eligible for this program can also apply, and a notification is received.

How can I apply to sponsor my parents or grandparents to Canada?

The application procedure includes both physical and online documentation. The sponsors need to express their interest to reunite with their grandparents or parents by filling out the interest to sponsor form available online in the IRCC website. After the form is submitted, an email with a confirmation number is sent by IRCC.

If the applicant is selected from the pool of candidates, IRCC will issue an invitation letter with the steps to follow. The applicants will be required to submit an application with the necessary supporting documents. Within 60 days, all the required documents along with 1,050.00CAD for each (grand) parent plus 85.00CAD for the biometric fee will need to be submitted.

Summary of the Application Process for the Parents and Grandparents Program (PGP)

Step 1: A potential sponsor who meets the eligibility criteria for the sponsorship program (PGP) submits their express of interest through the IRCC website by filling out the interest to sponsor form.

Step 2: IRCC selects the candidate from the pool of interest and issues an invitation letter.

Step 3: After receiving the invitation, the candidates must apply within the given deadline attaching all supporting documents. Once submitted, IRCC will process and asses the application to deliver a final decision.

Your income will be assessed based on a minimum income table created by IRCC for the tax year or years previous to your application. The amount and number of years that will need to be included vary depending on the circumstances.

Super visa is another option that you can consider if you want to sponsor your relatives.

The super visa allows your parents or grandparents to visit Canada. They'll be considered long-term visitors based on a multi-entry visa. This visa has the capacity to go up to 10 years. Compared to other visitor visas, this Super Visa lets the holder remain in Canada for 2 years, even during their first visit to Canada. 

What are the requirements for the Super Visa?

  • A written document mentioning the financial support they'll receive from their relative in Canada.
  • Proof that the sponsor meets the minimum income requirements for the Super Visa.
  • Proof that they have Canadian Health Insurance. At least for a year.
  • The sponsored person should undergo a proper medical examination.


Depending on their nationality, the person you sponsor might need a Temporary Resident Visa apart from the Super Visa.
