Nauru Citizenship by Investment (ECRCP): A concise guide for global investors

Nauru at a glance.

Set in the Central Pacific, Nauru is the world’s smallest independent republic and the third-smallest country on earth. Today, the island is channeling investment into sustainability and climate resilience while welcoming qualified investors to join as citizens through the Economic and Climate Resilience Citizenship Program (ECRCP).

Why Nauru citizenship?

• Politically neutral second passport that provides a practical travel alternative in uncertain times.
• Visa-free access to 85+ destinations including the UK, Singapore, Hong Kong (SAR China) and the UAE (full list below).
• Family-friendly: dependents can include your spouse, children, parents and siblings in a single application.
• Unrestricted dual citizenship and no residency or visit requirements.
• Your contribution helps fund climate-resilience and sustainable development projects that safeguard the island’s future.

Program features & fees

The ECRCP is a contribution-based route to citizenship via the Nauru Treasury Fund:

• USD 105,000 – single principal applicant
• USD 110,000 – principal applicant with up to three dependents
• USD 115,000 – principal applicant with four or more dependents
• USD 15,000 – each sibling of the principal applicant or spouse
Additional program fees apply: application fee (USD 25,000–30,000, depending on family size), due diligence fee (USD 10,000 principal; USD 7,500 per dependent ≥16; USD 7,500 benefactor), bank DD/transaction fee (USD 1,200–2,200), and passport fee (USD 500 per passport).

Processing time: typically within 90 days for the whole process from submission to approval.

The process & timelines (what to expect)

  1. Engage a licensed Agent for an initial assessment and document checklist. INGWE is a licensed agent for the Nauru Citizenship By Investment program.

  2. Eligibility & documentation. You’ll provide core forms (Forms 1–4), identity/civil status documents, proof of address, and financial background. Medicals and police clearances are required for appropriate ages. (See highlights below.)

  3. Submission & due diligence (≈1–2 months). Nauru’s Program Office, Nauru Police Force, and independent international firms conduct AML and background checks. An interview is required for every principal applicant (and may be required for dependents ≥16).

  4. Approval in Principle → remit your contribution and fees.

  5. Oath/Affirmation of Allegiance (in person, by approved audio-visual link, or before a notary) → citizenship certificate & passport issuance.

Key document notes (from the attached checklist):
  • • Police Clearance Certificates for each country of citizenship and any country of residence ≥6 months in the last 10 years (applicants ≥18). Originals, issued within six months.
    • Medical/HIV test required for applicants aged 12+, taken within three months of submission.
    • Standard forms (1–4): principal’s application, declarations (for all applicants/benefactor where applicable), financial disclosure, and medical form completed by a licensed practitioner.
    • Proof of source of funds/wealth aligned to employment or business documentation (e.g., payroll slips, company documents, audited accounts).
