Through the Non-Express Entry Stream, the applicant submits their EOI to the province and waits for an invitation based on their score and industry.
Keep in mind! Provinces give priority to industries where there is a high demand for workers.
On the other hand, the OINP Express Entry is a province driven program, meaning the province invites the applicants from the Federal Express Entry Pool, even when they haven’t even submitted their EOI to the province.

A job offer is not required to apply for any of the Ontario’s Express Entry streams.

The OINP Non-express entry does not require the applicants to have a valid eligible express entry profile, instead it has its own scoring factors, these include:
TEER, Industry and Wage of the Job offer, Validity of status in Canada, Job tenure, Earning History, Level and field of Education, Canadian Education, Language and Regionalization
In contrast, the OINP express entry program invites applicants on the basis of their Federal Express Entry Comprehensive Ranking System scores. Therefore, it's imperative for individuals to first fulfill the Federal Express Entry program's minimum criteria, which includes language, education and work experience requirements, in addition to meeting the specific requirements set forth by the province.
The OINP express entry program invites applicants with usually 10 or 20 points less than the corresponding Federal Express Entry draws.

The OINP Non-express entry gives the applicants only 30 days to submit a complete application after the Invitation To Apply is received, whereas the province gives the candidates 45 days to accept the notification of interest and submit a complete application under the OINP Express Entry stream.

Both programs come with their own set of advantages and drawbacks. But here's a tip: if your Express Entry scores aren't quite high, you might want to think about going for the OINP Non-Express Entry stream. Why? Because the OINP Express Entry stream can feel like a lottery. In that scenario, you don't really have much control over boosting your chances of getting an invite from the province.
When determining your chances of receiving an invitation to apply under any category, it's highly recommended to visit the OINP website to view the latest draws. By examining this historical data, you can gain insights into the dates and frequency of each draw, as well as the scores and industries that are receiving invitations more frequently.
